Japan Digital Advisory Council for Strategy (JDACs) hereby declares the “DAS Charter”.
In the deepening of the digital society and the development of DX (Digital Transformation), data utilization, and the use of generative AI, decision-making by companies, local governments, and educational institutions is becoming increasingly sophisticated and complex.
In such situations, this Charter aims to improve the quality and credibility of digital strategies and contribute to sustainable value creation by providing neutral advice and verification (i.e., second opinions) independent of external interests.
It is our sincere hope that this Charter will become common knowledge for digital advice and evaluation, and that more organizations will realize social value through quality decision-making.
Article 1: Definition of Digital Advisory
Digital Advisory refers to an approach that supports and verifies the target organization to achieve its objectives, create results, and realize sustainable growth through its digital utilization, rather than simply implementing technology or selecting tools.
The most distinctive feature of digital advisory is that it is not based on the traditional “implementation = objective,” but rather on “results through implementation = objective.
Article 2: Relevance to the Social Context
In the digital age, mere introduction of the technology itself is not sufficient. Social, economic, environmental, and information governance aspects are intricately intertwined, and mere introduction can be rather risky.
Therefore, a neutral verification and advisory function is needed more than ever in digital utilization.
Recognizing this social background, the CIPP aims for the harmonious evolution of organizations, society, and the economy through the practice of digital advisory.
Article 3: Mission and Vision
Mission: to provide high quality advice and validation so that many organizations can achieve sustainable results through digital use.
Vision: To create a society in which all organizations can make transparent, reliable, and ethical digital decisions as a matter of course.
Article 4: Target Areas and Scope
Digital Advisory is applicable to all digital activities, strategies, data utilization, generated AI utilization, advertising, CRM, CDP, etc. that an organization operates.
It is also applicable to all organizations and individuals, whether for-profit or not-for-profit, who need to make decisions through the use of technology.
Article 5: Elements for Digital Advisory
The following three elements are essential for digital advisory to function properly.
Insightful perspectives and evaluation criteria for the target organization
Effective advice and improvement proposals to help the target organization achieve its objectives
Mechanisms that enable the provider and recipient to maintain a sustainable relationship and value cycle
Article 6: Digital Advisory in a Broad and Narrow S ense
Digital Advisory in a broad sense: refers to the very concept defined by this Charter, a framework for improving the quality of digital use in any organization.
Digital Advisory in a narrow sense: refers to a method/accreditation system/evaluation process designed to realize this broad concept. In particular, the “JDACs Accreditation System” operated by the CIPP falls under this category.
